I have tried waiting for more than 10 minutes.
I run on No$gba ver 2.6a. and tried 2.5c

Is there a similar sav file that has an empoleon at lvl 64?
Are you using a m3 or r4 card and not the actual game. If you are using the M3 with cheats this is what makes the game freeze. Try downloading a save file from the web.Or just take the cheats off and put them back on after you have got dialga.

This freezing happened to my son so he told me a way you could try.
Another way to get what you want is to talk to the girl who needs to find the key when you enter the hotel's than when you see the trees on the right , If you have walk through cheat on you can go through the trees than when you go downwards go right into the tunnel. You will see one of the league people than go to the light house on the right, talk to gym person than go to the gym. Defeat the gym person than go back to the league and defeat all of them. go back to spear pillor and catch daiga.
