can foreign country find an individuals identity/history?

Say im US born and i have (not a criminal or debt) a history.I legally changed my name but not my SSN. If i move to a foreign country and get dual citizenship can anyone trace back the history of my name change?
on the other note:
if im a legal citizen in another country (stayed for soso years blah blah) can they trace back my history in the US? or was i typically "born" when i became a legal citizen after appling after soso years?
